Special Commissions are the working bodies
which are responsible for studying, reviewing
and drafting self-regulating rules,
proposals and handling with related affairs
under the leadership of the Executive Council.
There are 12 Special Commissions.
Commission on Financial Affairs
Its functions are to be responsible for the
management, utilization, supervision and inspection
on ACLA's membership fees; to
study on and give suggestion to the management
of membership fees; to revise the annual
budget, final accounts and annual audit
report of the membership fees and to guarantee
the collection and reasonable and efficient
use of the membership fees.
Commission on Professional Rules and Conduct
Its functions are to be responsible for drafting
practice code and bar management rules.
Commission on Public Relations
Its functions are to manage and give guidance
to publicity work of ACLA.
Commission on Professional Development and Strategic Study
Its functions are to study and discuss the setting
up of lawyers system with Chinese characteristic
to promote strategy and ideas for
development of the legal profession; to search
and improve bar management system; to further
push Chinese legal profession to satisfy
the actual need of society; to endeavor to expand
areas of practice and to raise the social
influence of legal profession.
Commission on WTO Affairs
Its functions are to study and apply WTO
rules from theoretic, practical and academic
perspective; to participate in research on related
topics, make suggestions toward legislative
and administrative work; to study how
to fully use state members' rights underlined
by WTO rules; to participate in and give guidance
to lawyers in order to provide excellent
and efficient legal service to government and
all walks of social life.
Commission on Professional Education
In connection with overall situation of professional
education for lawyers, its functions
are to work out continuing legal education
plans; to improve education system for
apprenticeship, pre-post, vocational and academic
stages; to normalize lawyers training
working standard; to promote lawyers continuing
legal education and improve professional
quality of lawyers.
Commission on Safeguarding Lawyers' Lawful Rights in Practice
Its functions are to give guidance to the work
of safeguarding lawyers' rights at national and
local levels; to make measures and methods
taken by lawyers associations in safeguarding
lawyers lawful practice; to forward proposals
to related organs about further normalization
and safeguarding lawyers rights for
their lawful practice.
Commission on Mediation of Professional Disputes
Award and Punishment Commission
Its functions are to instruct and supervise law
practice; to investigate on members' behaviors
which violate "Lawyers Law" and "Lawyers
Professional Ethics and Disciplinary
Rules" and give punishment to the violation;
to give awards to members who have made
great contribution to the legal profession.
Commission on Capacity Building of Local Lawyers Associations
Its functions are to be responsible for strengthening
capacity building and bar management
of lawyers associations at different levels,
direct and make investigation over capacity
building of law firms in order to set up a scientific
administrative system of legal
profession.
Women Lawyers Commission
It is a special organization for Chinese women
lawyers. Its function are to hold seminars on
issues related to women lawyers; to promote
mutual exchanges among women lawyers nationwide
and with their counterparts of other
countries and organizations in order to improve
their professional quality and status.
International Relations Commission
Its functions are to guide in principle over
ACLA's international exchanges and those of
local lawyers associations, study in and make
policy over important and unexpected international
events.
